By the end of 2023, Russian shipyards are expected to hand over 19 new vessels to fishing companies under the state-backed investment quota program. According to the Association of Fishing Fleet Shipowners (ASRF), which released the information on February 22, the deliveries will include 9 fishing vessels and 10 crab catchers. The delivery schedule was developed in coordination with the Federation Council’s intercommittee working group, the Ministry of Industry and Trade, Rosrybolovstvo (Federal Fisheries Agency), and the United Shipbuilding Corporation (USC).
Two fishing trawlers — Mekhanik Maslak and Dmitry Kozharsky — have already been delivered since the beginning of the year. ASRF President Alexey Osintsev emphasized that the delivery schedule was thoroughly verified and approved by shipowners, shipyards, and association members, all of whom have commissioned a total of 36 vessels. The document has also been endorsed by other program investors.
According to the approved schedule, three fishing vessels are expected to be delivered in the first quarter of 2023. In the second quarter, two more fishing vessels and three crab catchers will be handed over. The third quarter is expected to be the busiest, with four fishing vessels and five crab catchers scheduled. Two more crab vessels will follow in the fourth quarter.
In total, 105 vessels are being constructed under the first phase of the investment quota program, with some already in operation. Notably, two large freezer trawlers of Project ST-192, built at Admiralty Shipyards for the Russian Fishery Company (RRPC), have already joined the fleet.
As of mid-February 2023, a total of 7 fishing vessels and 4 crab catchers had been delivered. In late December 2022, a law was passed launching the second phase of the investment quotas and crab auction programs with investment obligations. This new phase is expected to see the construction of up to 30 additional fishing vessels and up to 35 crab catchers.
