The Government of the Russian Federation has allocated 5 billion rubles to support a preferential leasing program for water transport. The funds have been provided to the State Transport Leasing Company (STLC) and will be used to build at least 33 passenger vessels at domestic shipyards.
The newly built vessels will be leased to transport operators during 2025–2026 for a period of up to 25 years at a preferential annual interest rate of 2.93%.
This initiative is part of a broader program launched in 2023 to modernize the maritime and river fleet. By 2027, around 260 vessels of various types — including passenger, fishing, and large-capacity ships — are planned for construction.
This state support aims to enhance regional transport accessibility, modernize Russia’s fleet, and boost the development of domestic shipbuilding.
